Sklyar T. M. Health Care Management: The Government or the Market?

This article considers economic characteristics of health care that might lead to the failure of the market mechanism and the need for government participation in this field. Special attention is paid to the lack of the government support of health services. The author analyzes main issues connected with the introduction of the medical insurance system in Russia. Directions of reforming Russian health care system and the ways of insurance model improvement are described.
