Evaluation of Policy Results for Cash-out of the Transfers on St. Petersburg Public Transport The paper investigates the problem of choice between cash and in-kind transfers. It is shown that in most cases cash transfers are preferred by the recipients, however some exception may take place, for example when a policy of nonequivalent cash-out is implemented. We suggest a method to evaluate the consequences of benefit cash-out and illustrate its application using the data of NOBUS survey. Obtain results show the positive financial impact of the cash-out reform on the public transport in St. Petersburg. << Contents: Issue 3, 2007 ![]() |
