Issue 1, 2010Baranov I. N. The Third Generation Standards and Competition in Business Education. The article considers the impact of the third generation of federal educational standards in «Management» on the nature of competition in the Russian higher education. The author reviews the peculiarities of these standards, compared to previous generations of standards, including a set of concentrations and specialties for which they were entered. Special attention is paid to establishment the conditions for international comparability of management educational program in the Russian universities. It is noted that competition in higher education was mainly based on the growth of variety of programs offered by universities, including geographical variety, often at the expense of quality. A new generation of standards is notable for a sharp decrease in the list of concentrations and specialties, assessment of learning outcomes, rather than regulating educational process strengthening universities resourcing requirements (including faculty). These factors establish preconditions for the shift of competition to quality improvement in teaching mandatory courses ensuring mobility of students, maintaining closer ties with business community. The real impact of these factors on the situation in the Russian higher education will mainly depend on practice monitoring compliance by governmental and professional bodies.
