The results of the first phase of research aimed at studying the formation and development of the institute of public-private partnerships in the Russian Federation; defined attributes and characteristics of public-private partnerships that allow it to qualify as an independent economic and legal category; the analysis of existing legislation, regulating relations in the field; describes the forms of management decisions at various stages of implementation of public-private partnerships; offered promising ways of developing public-private partnerships in the Russian Federation.
