Issue 4, 2014Sokolova E. V. Free Market of Gas in Russian Federation: Institutions of Development. The article discusses free market of gas as an alternative to the restructuring of the gas industry in the Russian Federation. The author analyzes the current state and prospects of development of the following free market institutions: organized gas trading, quasi-market pricing and capacity trading. On the basis of empirical data on the state of competition in the gas industry in Russia the author concludes that organized trading of natural gas held for the introduction of quasi-market pricing can not be effective without the extension of non-discriminatory access of independent gas companies to the gas pipelines. And this, in turn, is possible only if case of increase in density of the transmission network and market development of the gas transportation capacity. Keywords: gas industry, gas industry reform, gas market, Gazprom. |
