Drozdova N. P. Public Private Partnership in Russian Railways in the Nineteenth — Early Twentieth Century .

The aim of this paper is to consider the forms of cooperation between public and private sectors in Russia in the construction and exploitation of railways in the Nineteenth — Early Twentieth century and to rethink this historical experience through the lens of the modern public-private partnership concept. The author concludes that the contracts between public authorities and private joint stock companies for the construction and/or operation of railways contained all the necessary attributes to be qualified as public-private partnerships (PPP). PPP models were varied and included concessions, management and lease contracts. By historical standards, the government demonstrated sufficient flexibility in railway policy and appropriate regulatory mechanisms. This retrospective analysis is important both from a scientific and practical point of view. It allows to take into account developments in the interaction between government and business, as well as the mistakes that were made in the past.
