Issue 4, 2019Knyazeva I. V., Retivykh I. V. SWOT analysis in the territorial strategic planning system: The case of Barnaul city. The paper aims to substantiate the author’s methodological provisions for conducting a SWOT analysis of territories. The suggested approach contributes to the creation of one of the most effective research tools for strategic planning; it highlights the advantages and benefits commensurate with managerial contribution, all other things being equal. The paper discusses the suggested methodology for conducting a SWOT analysis in the process of strategic planning of territory development. The authors present the basic provisions of the method, analyze its use for territory strategizing, and identify the errors leading to devaluation of the results. The main focus is on the identification and analysis of the strengths and weaknesses of administrative units of territories as well as the techniques for their analysis: statistics — ratings — polls. The list of key objects for analysis and the principle of their grouping are provided. This approach was pilot tested: the evidence obtained from Barnaul city has resulted in a comprehensive evaluation of the level of socio-economic development of the city for further decision making. The proposed adaptive version of the SWOT analysis for the purposes of territory strategizing allows for the improvement of its efficiency.
