This article provides the analysis of educational systems for government officers in a number of countries (USA, Germany, France), that allowed to reveal the diversity of educational models and various directions of existing educational programs. According to the authors' opinion, specification of programs should be related not only to the narrow area of government officers professional activities, but also to the certain functions of public management: «administration» or «strategic management». Using the results of analysis and practical experience, authors present the specifics and competitive advantages of the educational model provided by the School of Management, St.-Petersburg State University.
