This article investigates the dynamic changes of national training system for increasing scientific qualification for the last 10 years of domestic and international experience. They suggest uninterrupted training concept (for investigation level) and forecasting models of needs of best scientific personal in order to save and develop intellectual potential of the country and realization of high schools science-teaching opportunities.
